Mr. Jatin Sarkar

Former Civil Servant (IRTS)

Mr. Jatin Sarkar is a distinguished former Indian Railway Traffic Service (IRTS) officer with over three decades of experience in public governance, infrastructure development, transportation policy, tourism planning, and media administration.

During his illustrious career in the Government of India, he held several senior leadership positions across Central Ministries, including serving as Officer on Special Duty (OSD) to the Railway Minister.

Infrastructure & Policy Leadership

Mr. Sarkar has been closely associated with several landmark national initiatives, including:

  • Dedicated Freight Corridors of Indian Railways

  • High-Speed Train initiatives

  • Formulation of Logistics Corporation of India

  • Privatization of Container Train Operations in Railways

  • Tourism Master Plans for Digha and Darjeeling

He also led the prestigious “Total Transport System Study” (2006–2009) under the Planning Commission of India, which laid the foundation for India’s integrated transport policy framework.

Media & Cultural Administration

In addition to infrastructure governance, Mr. Sarkar has made significant contributions in media, film, and public communication sectors. His notable roles include:

  • Director, Information & Publicity – Ministry of Railways

  • Director – Satyajit Ray Film & Television Institute (SRFTI)

  • Governing Council Member – Film and Television Institute of India (FTII)

  • Governing Council Member – Indian Institute of Mass Communication (IIMC)

  • Director – Mumbai International Film Festival (2002)

  • Regional Chief – Central Board of Film Certification (Kolkata & Guwahati)

He also pioneered the innovative concept of “Exhibition on Wheels” in Indian Railways, a model later adopted by several Central Government Ministries.

As part of the Advisory Body at Aalap Creations, he provides strategic guidance, leadership perspective, and governance support, helping the organization strengthen its long-term vision and build a strong foundation for sustainable growth.
